摘要
铸牢中华民族共同体意识是民族地区和民族工作的主线.1949年以来,民族政策推进民族地区中华民族共同体意识建设具有鲜明的三个阶段:以"确立并巩固"为根本,为推动民族地区中华民族共同体意识建设奠定了政治基础;以"重构"和"发展"为主线,为推动民族地区中华民族共同体意识建设奠定了经济基础;以"公平"和"效率"为核心,为推动民族地区中华民族共同体意识建设奠定了民生基础.以上三个阶段又具四个方面经验:坚持中国共产党领导是政策之魂,坚持民族区域自治制度是政策之基,坚持"以人民为中心"是政策之本,坚持民族团结是政策之纲.
Abstract
Fostering a strong sense of community for the Chinese nation is the main line of ethnic areas and eth-nic work. Since 1949,ethnic policies to promote the building of the sense of community for the Chinese nation in ethnic areas have had three distinct phases,which are "establishment and consolidation" as the fundamental for es-tablish the political foundation for promoting the building of the sense of community for the Chinese nation in ethnic areas;"reconstruction and development" as the main lines for economic foundation for promoting the building of the sense of community for the Chinese nation in ethnic areas;"fairness and efficiency" as the core for people's liveli-hood foundation for promoting the building of the sense of community for the Chinese nation in ethnic areas. The above three phases are characterized by four additional lessons,which are adhering the leadership of the Communist Party of China is the soul of the policy;adhering the system of regional ethnic autonomy is the basis of the policy;ad-hering "people-centeredness" is the intrinsic of the policy;adhering the national unity is the outline of the policy.
