Carrying out leading actions and evaluation of water efficiency leaders in irrigation areas is an important measure to strengthen and standardize agricultural irrigation water management.Based on the"Practical Rules for the Leading Action of Water Efficiency Leaders in Irrigation Districts"issued by relevant departments and the practi-cal situation of the Zhanghe Reservoir Irrigation District,the analytical hierarchy process(AHP)was used to estab-lish an evaluation index system and evaluation of the Leading Actions for Water Efficiency in the Zhanghe Reservoir Irrigation District.Threshold value,sensitive indicators such as water-saving technology evaluation,water-saving management evaluation and encouragement evaluation were analyzed and evaluated.The results showed that the comprehensive evaluation value of 0.94 for the leading action of water efficiency leader in the Zhanghe Reservoir Irri-gation District is consistent with the actual situation.
