摘要

加快建设金融强国是新时代新征程金融事业发展的重大目标任务.习近平总书记在省部级主要领导干部推动金融高质量发展专题研讨班开班式上的重要讲话,深刻阐释了金融强国的丰富内涵,并指出金融强国的六个关键核心要素,明确了加快建设金融强国的重要内容和实践路径,为做好新时代金融工作、建设金融强国提供了根本遵循和行动指南.本文深刻剖析了"六大关键核心要素"的主要内涵,并基于中国特色金融体系的分析,提出关于推动我国金融体系现代化的中国特色金融发展方向的三方面思考:一是构建"顶层规则设计+底层市场化运行"的双层架构和"平台化"运行;二是在社会层面实现合理治理和能力建设;三是推行信义责任,更好地管理利益冲突.

Abstract

To move faster to build financial powerhouse is a major objective and task for the development of China's financial sector in the new era and on the new journey.General Secretary Xi Jinping's important speech at the opening ceremony of the seminar for provincial and ministerial-level leading officials on promoting high-quality development of the financial sector clarified what is financial powerhouse and listed six core elements.Meanwhile,the speech also made clear the content and practical pathways for accelerating the building of financial powerhouse,providing fundamental guidance and pointing out the direction for financial work in the new era and efforts to build financial powerhouse.This paper presents an in-depth analysis of the six core elements.Based on studies on the financial system with Chinese characteristics,it points out that China's financial system was created with a clear functional positioning and a unique national governance system,by combining top-down reforms with bottom-up explorations.Different from its counterparts in major Western developed countries,China's financial system is clearly non-emergent and developmental.Corresponding to this,China has an industrial governance and order maintenance system led by administrative authorities.Therefore,in the modernization process of China's financial system,it is all the more important to follow the laws of modern financial development:First,there should be a double-layered structure featuring rules designed at the top level and market-oriented operation at the bottom level,plus platform-based operation.Second,rational governance and capacity building need to be pursued at the societal level.Third,fiduciary duty should be promoted for better managing conflicts of interest.
