摘要

本文分析了科技自立自强、对外开放与高质量发展的内在逻辑,由此提出描述三者之间螺旋向上发展的理论框架.在这一框架中,科技自立自强被视为发展的核心驱动力,是螺旋上升的起点和保障;对外开放是螺旋上升的动力,体现了与科技自立自强相辅相成的辩证关系,两者的结合能够推动高质量发展;高质量发展是螺旋上升的目标.这一框架揭示了科技自立自强、对外开放与高质量发展之间的协同效应,强调在不同发展阶段通过政策引导与市场资源配置,促进全面协调发展,从而为推动中国经济社会的全面进步提供重要动力源泉.文章还探讨了全球化背景下科技自立自强与对外开放在推动高质量发展过程中的路径选择.本文为理解当前中国经济发展的新常态与应对全球挑战提供了有益的视角和理论支持.

Abstract

This paper analyzes the intrinsic logic of achieving greater self-reliance and strength in science and technology and promoting high-standard opening up and high-quality development,and puts forward a theoretical framework describing the dynamic relationship of spiraling upward development among these three.In this framework,self-reliance and strength in science and technology are regarded as the core driving force of development,serving as the starting point and guarantee of the spiral.Opening up is considered the driving force of the spiral,which embodies the dialectical relationship that complements each other with self-reliance and strength in science and technology,and the combination of the two can promote high-quality development.High-quality development is the goal of spiraling process.Through this framework,the synergistic effect among self-reliance and strength in science and technology,opening-up and high-quality development is revealed.It emphasizes the promotion of comprehensive and coordinated development through policy guidance and resource allocation at different stages of development,providing an important source of power for promoting China's economic and social progress in an all-round way.In the context of globalization,the path selection of scientific and technological innovation and opening up in the process of promoting high-quality development is explored,so as to further enhance the ability of independent innovation and industrial competitiveness.This paper provides useful perspectives and theoretical support for understanding the new normal of China's economic development and addressing global challenges.
