政企合作是驱动人工智能产业蓬勃发展的关键动力.在各国争抢人工智能产业发展制高点背景下,本文基于创新生态系统理论及政企关系生态化演化趋势,构建了一个人工智能产业科技创新的政企合作分析框架,重点探讨美国通过政企合作推动人工智能产业科技创新的做法及成效.美国强化政企协同发挥市场机制作用提升企业创新主体地位,深化政企共生搭建公私合作伙伴关系促进价值共创,同时加强政企共治实现产业健康有序发展.美国政企合作关系对中国加快建设世界主要人工智能创新中心具有重要的启示意义,中国政府应进一步完善政企协同关系,强化企业"核—流—源"创新主体地位;构建政企共生关系,促进"政产学研用金"深度融合;深化政企共治关系,营造国际一流创新创业环境.
Abstract
Government-enterprise cooperation is a key driver of the burgeoning artificial intelligence(AI)industry.Against the background of countries competing for AI leadership,drawing on the innovation ecosystem theory and the evolving paradigm of government-enterprise relations,this paper constructs a multi-dimensional framework to assess the influence of government-enterprise cooperation on AI innovation,specifically government-enterprise synergy,symbiosis,and co-governance.Within this framework,AI innovation is categorized into three types:core innovation,flow innovation,and source innovation.This paper then examines the United States'approach to fostering technological innovation in the AI industry through government-enterprise cooperation.The U.S.approach emphasizes enhancing government-enterprise synergy and giving play to the role of the market mechanism to solidify the pivotal role of enterprises in innovation.It fosters public-private partnerships to encourage value co-creation through government-enterprise symbiosis and ensures the industry's healthy and orderly development through strengthened government-enterprise co-governance.The U.S.approach offers valuable insights for China's drive to emerge as a preeminent global AI innovation hub.First,it is important to bolster government-enterprise synergy to empower enterprises in driving core,flow,and source innovations.Second,we should establish government-enterprise symbiosis to facilitate the integration of governments,businesses,academia,research institutes,users,and financial institutions.Third,we should further deepen government-enterprise co-governance to create a world-class innovation and entrepreneurship environment.
