摘要

促进周边国家跨境往来中人民币的使用是稳慎扎实推进人民币国际化的关键一环.为深入了解中缅边贸往来中人民币国际化的真实现状与难点障碍,课题组选择云南省瑞丽市作为调研地,通过对瑞丽市政府部门、金融机构、代表性边贸企业的走访调研发现:第一,缅甸单方面设置贸易壁垒以及缅甸政局不稳定引发的经济政策不确定性是导致瑞丽市与缅甸边贸疫情后未恢复的主要原因;第二,瑞丽市跨境金融基础设施较为薄弱、中缅两国缺乏金融制度上的顶层设计,造成瑞丽市人民币跨境结算渠道通而不畅、人民币现钞跨境调运明显受限;第三,在边民互市结算与个人NRA账户结算两大边贸创新业务上,依然存在着合理边贸资金被退回、合法跨境资金往来因反洗钱等政策被冻结等障碍.为提高中缅边贸往来中人民币国际化水平,调研组提出促进中缅双方顶层交流、与缅甸建立贸易金融伙伴关系、完善便利人民币跨境结算的制度设计等政策方案.

Abstract

Promoting the use of RMB in cross-border transactions with neighboring countries is a key part of the prudent and solid effort to promote RMB internationalization.To deeply understand the real situation and difficulties and obstacles facing RMB internationalization in border trade between China and Myanmar,we selected Ruili City in Yunnan Province as the research site.Through the investigation and survey of government departments,financial institutions,and representative border trade enterprises in the city,the main findings are as follows.First,the trade barriers unilaterally set up by Myanmar and the economic policy uncertainty caused by Myanmar's political instability are the main reasons for poor border trade.Second,Ruili's weak cross-border financial infrastructure and the lack of top-level design of the financial systems of China and Myanmar have resulted in Ruili's poor RMB cross-border settlement channels and the obvious limitation of cross-border transportation of RMB banknotes.Third,in the two major border trade innovations,namely border settlement and individual NRA account settlement,there are still serious obstacles,such as reasonable border trade funds being returned and legitimate cross-border fund exchanges being frozen due to anti-money laundering and other policies.To improve the internationalization of RMB in China-Myanmar border transactions,the research group suggests promoting bilateral exchanges at the top level,establishing trade and financial partnerships with Myanmar,and improving the system design to facilitate RMB cross-border settlement.
