Public Financial Input and Local Government Management Performance: Comparative Study on City Groups in Jiangsu and Zhejiang
The output efficiency of urban public financial input reflects the management level of local government as well as the management performance of the city. The DEA two-step analytical method was used to explore the public management efficiency of the city groups in Jiangsu Province and Zhejiang Province. The input of infrastructure and science-education- culture-health financial investment existed diminishing scale return in most of cities, especially in higher administrative level cities. The role of financial input in city could be found in city infrastructure rather than in science-education-culture-health. Local government could improve management performance either by spilling over the equal access to public service to surrounding areas or by improving urban management level with science and technology.
