Integrated Urban-Rural Development Oriented toward the Chinese Modernization:Obstacles,Goals,and Long-Term Mechanisms
Integrated urban-rural development is a must for Chinese modernization.The Third Plenary Session of the 20th Central Committee of the Communist Party of China(CPC),standing at the strategic height of Chinese modernization,comprehensively made arrangements for improving institutional mechanisms for integrated urban-rural development in the new era.Since the 18th National Congress of the CPC,China has made significant progress in improving these institutional mechanisms.However,challenges remain,including the need to optimize the allocation of rural and urban factors,balance public resource distribution in urban and rural areas,improve the urban-rural industrial integration mechanism,and integrate urban-rural social governance systems.In the new situation,it is essential to align the development goals with the two stages of Chinese modernization and accelerate the establishment of a sound long-term mechanism for integrated urban-rural development.This includes establishing a unified urban-rural planning and management system,creating coordinated urban-rural reform mechanisms,forming a departmental coordination mechanism for joint urban-rural governance,improving government-guided and market-driven mechanisms,and optimizing incentive-compatible rights and responsibilities mechanisms.All this will promote mutual integration and symbiosis between rural and urban areas.To ensure an effective long-term mechanism for integrated urban-rural development in pursuit of Chinese modernization,key measures are needed,including establishing an implementation and evaluation system,speeding up the development of institutional mechanisms at the county level,and promoting innovation and institutional mechanisms through pilot zones.
