From Universal Coverage to Equal Coverage:Equity Analysis of National Health Security
Based on the 2018 China Migrants Dynamic Survey,the paper puts health insurance and basic public health services into a unified analysis framework,and evaluates the equity of health security programs.Findings are:first,significant income-related health inequalities exist.Poor health and less use of health care is concentrated among the low-income groups.Second,social health insurance programs have a negative redistribution effect.Third,the income redistribution effect of basic public health service is positive,and the low-income groups make more use of the service.The paper suggests that the equaliza-tion of basic public health services should be vigorously promoted,the utilization rate of services for migrant population should be improved,while maintaining the public welfare of medical services and promoting health equity.Meanwhile,promoting the reform of the medical insurance system and the overall planning level,perfecting the major illness medical insurance for urban and rural residents,and enhancing the ability to protect against economic risks of diseases and the fairness of medical insurance benefits are also supposed to put emphasis on.
