Digitally Empowered Governance:Do National Smart Cities Improve the Effectiveness of Government Governance?
Improving the effectiveness of government governance is an important starting point to pro-mote the modernization of the national governance system and governance capacity,and the construction of smart cities in turn provides an important opportunity to empower government governance.Based on the quasi-natural experiment of national pilot smart cities,on the basis of comprehensive measurement of gov-ernment governance efficiency,this paper uses the panel data of prefecture-level cities from 2009 to 2019 to conduct multi-time point DID empirical analysis,and discusses the impact of smart city construction on government governance efficiency.The empirical results show that the construction of smart cities signifi-cantly improves the effectiveness of government governance;Compared with non-pilot cities,the govern-ment governance efficiency of pilot cities improved by 2.47%on average.The analysis of impact channels shows that the construction of smart cities can improve the effectiveness of government governance mainly through the improvement of information capacity and innovation capacity.Further analysis shows that smart city construction has a significant impact on the effectiveness of different government governance functions.With the promotion of the construction of new smart cities,the efficiency of government governance has been further improved.In addition,the construction of smart cities has a heterogeneous impact on the gov-ernance effectiveness in different regions,at different administrative levels,and in different types of pilot cities.Finally,the article puts forward the corresponding policy enlightenment in terms of adhering to the people-centered principle,putting emphasis on the promotion of pilot experience,and providing assistance to the underdeveloped areas.
