Upgrade of Provincial Development Zone and Embedding Position in the Manufacturing Global Value Chain
Using the China industrial enterprise database,customs trade database and various develop-ment zone information from 2000 to 2013,the upstream degree index of the industry and the policy impact of the provincial development zone to upgrade the national development zone are used to empirically test how the development zone affects the production mode and embedded position of the manufacturing industry in the global value chain.Research findings indicate that the upgrading of the development zones improves the GVC position of the cities'production and exports,with enterprises participating more deeply in the global division of labor and providing more intermediate goods to foreign markets.The micro-mechanism analysis based on enterprises samples reveals that the upstream migration of the city value chain is mainly due to the change of the upstream degree of new enterprises,rather than the adjustment of the production structure of existing enterprises.The heterogeneity analysis suggests that,the development zone established earlier has a stronger effect on improving the division of labor status than the newly established development zone under the effect of upgrading policy.Therefore,we should give full play to the promotion role of de-velopment zone policies on the upgrading of the GVC position of the manufacturing industry,which is not only confined to the upgrading of enterprises within the zones,but also the spillover effects on the overall improvement of the division of labor status of the surrounding and regional areas.
