The improvement of the ability of scientific and technological entrepreneurship is one of the important con-tents of personnel training in colleges and universities,which is of great significance to promoting the quality of per-sonnel training and the development of innovation and entrepreneurship.By analyzing the current situation of college students'ability of scientific and technological entrepreneurship and practical problems in the cultivation of the abil-ity,this paper discusses the strategies for improving the ability in three aspects including promoting the enhance-ments of the concept,the content and the quality by means of the educational awareness,the curriculum system and the teaching staff respectively,to stabilize the subject role of the school.The basic ability,the ability of investment and the ability of output of scientific and technological innovation,together with the ability to transform scientific re-search achievements,can drive the improvement of the ability of basic innovation as well as consolidating the five-level collaborative guarantee system with the guidance of the government,the collaboration of the enterprise,the o-verall planing of the school,the leading role of the college and the empowerment of the platform.Exploring feasible ways of cultivating talents of scientific and technological innovation can promote effective connection of innovation,talent and industry chains in colleges and universities as well as realizing the two-way empowerment of scientific and technological innovation and innovation and entrepreneurship.
