数据要素是促进我国经济高质量发展的重要动力,是建设数字中国的动力源泉,是实现共同富裕的重要保障.加快培育和建成高效安全的数据要素市场,有效完成数据要素市场化配置,是激发数据要素价值化和产品化的必然选择和重要手段.然而,现阶段我国数据要素市场交易规范不完善、数据权属不清晰、统一定价不规范和安全风险仍然存在等现状制约了数据要素市场化配置的发展创新.立足于我国现阶段数据要素市场化配置的建设实践,从完善市场体系顶层设计,鼓励市场主体探索实践;加速法律法规落地生根,创新引领规范发展;注重数字技术发展创新,开拓高质量发展新空间;加强数字基础设施建设,激发数据要素潜能等维度提出创新和完善数据要素市场化配置的建议.
Real Challenges and Solutions for the Market-oriented Allocation of Data Elements
Data elements are a significant driving force for promoting the high-quality development of Chi-na's economy,a source of power for building a digital China,and an important guarantee for achieving common prosperity.Accelerating the cultivation and establishment of an efficient and secure data element market and ef-fectively completing the market-oriented allocation of data elements are inevitable choices and important means to stimulate the value and productization of data elements.However,the current development and innovation of the market-oriented allocation of data elements are constrained by issues such as imperfect market transaction norms,unclear data ownership,unstandardized unified pricing,and existing security risks.Based on the cur-rent practice of market-oriented allocation of data elements in China,suggestions are proposed from several di-mensions to innovate and improve the market-oriented allocation of data elements:improving the top-level design of the market system and encouraging market entities to explore and practice;accelerating the implementation of laws and regulations to lead and standardize development;focusing on the development and innovation of digital technology to open up new spaces for high-quality development;and strengthening the construction of digital in-frastructure to stimulate the potential of data elements.
