Ethnic inter-embedded community governance is an important inspection point for the modernization of urban ethnic re-lations in the new era, with the typical characteristics of multiple subjects and grid integration of interests.Through an in-depth research on the governance of S community in Xishan district,Kunming,we analyze the effectiveness of the shallow embedding and the practical dilemma of the deep embedding of ethnic embedded communities, and proposes that the factors affecting the co-operative governance of stakeholders in ethnic embedded communities from the perspective of stakeholder theory are the rational heterogeneity of cooperative subjects, the compatibility of cooperative willingness, the risk of expected benefits of cooperation, and the support of cooperative space guarantee, etc. It is necessary to optimize and integrate the behavior of various stakeholders and the leading governance structure to improve the profit value. Therefore, through deepening the identity of ethnic embedded com-munity cooperative governance, distributing and clarifying governance authority, resolving conflicts and balancing interests,devel-oping and increasing social capital, and balancing and adjusting community space,we can strengthen the cooperative governance behavior of stakeholders, improve the interaction space of community stakeholders, and enhance the efficiency of ethnic embed-ded community governance.
