异质型环境规制对减污降碳协同效应的影响——以长江经济带为例

摘要
基于长江经济带 11 个省(市)2010-2021 年的面板数据,采用双向固定效应模型、中介效应以及空间杜宾模型研究分析了异质型环境规制对减污降碳协同效应的影响.研究发现:①命令型和自愿型环境规制对减污降碳协同效应呈显著负向影响,市场型环境规制对减污降碳协同效应呈显著正向影响;②命令型和市场型环境规制可以通过政府环保投入能力间接影响减污降碳协同效应;③市场型环境规制对减污降碳协同效应的影响存在负向空间溢出效应.建议从不同类型的环境规制出发,因地制宜实施环境规制方案,推进减污降碳协同增效,持续推动长江经济带生态文明建设.
Abstract
Based on the panel data of 11 provinces(municipalities)in the Yangtze River Economic Belt from 2010 to 2021,this paper analyzes the impact of heterogeneous environmental regulations on the synergistic effects of reduc-ing pollution and carbon through two-way fixed effect model,intermediary effect analysis and spatial Durbin model.The results show that:(1)the command-type and voluntary environmental regulations have a significant negative impact on the synergistic effect of reducing pollution and carbon,while the market-type environmental regulations have a significant positive impact.(2)The command-type and market-type environmental regulations can indirectly affect the synergistic effect of reducing pollution and carbon through the government's environmental input capacity.(3)The market-type environmental regulation has a negative spatial spillover effect on the synergistic effect of re-ducing pollution and carbon.It is suggested to start from different types of environmental regulations,implement environmental regulations according to local conditions,promote the synergistic efficiency of reducing pollution and carbon,and continue to promote the construction of ecological civilization in the Yangtze River Economic Belt.
