关于推进重庆市中心城区"四山"废弃矿山综合利用的思考与建议

"十四五"时期我国生态文明建设进入新阶段,要求统筹生态保护修复和利用,动员全社会力量参与,实现生态产品价值.目前,重庆市中心城区"四山"废弃矿山生态修复更侧重于地质环境治理、地形地貌重塑、土壤保护和植被恢复,综合利用的方式较单一,废弃矿山的经济价值和社会价值有待进一步挖掘.在废弃矿山修复利用方面虽然取得了一定的成效,但也存在着"价值增值难、参与动力弱、推进实施难"等现实困境.为科学修复和利用好"四山"废弃矿山资源,亟需推进废弃矿山的综合利用.从"多元综合利用、明确指标供给、创新政策机制"等方面提出对策建议,以期实现废弃矿山从"绿水青山"到"金山银山"的蝶变升级.
Thoughts and Suggestions on Promoting the Comprehensive Utilization of Abandoned Mines in the"Four Mountains"of Central Urban Area of Chongqing
During the 14th Five-year Plan period,China's ecological civilization construction has entered a new stage,requiring the coordinated promotion of ecological protection,restoration,and utilization,as well as the mobilization of all social forces to participate in realizing the value of ecological products.Currently,the ecological restoration of abandoned mines in the"Four Mountains"of the central urban area of Chongqing focuses more on geological environment treatment,landform remodeling,soil protection,and vegetation restoration.The methods of comprehensive utilization are relatively limited,and the economic and social values of these abandoned mines need further exploration.Although some achievements have been made in the restoration and utilization of abandoned mines,there are also practical difficulties such as"difficulty in value appreciation,weak participation motivation,and difficulty in implementation".To scientifically restore and effectively utilize the resources of abandoned mines in the"Four Mountains",it is urgent to promote their comprehensive utilization.Countermeasures and suggestions are proposed from aspects such as"diverse and comprehensive utilization,clear indicator supply,and innovative policy mechanisms",aiming to achieve the transformation and upgrading of abandoned mines from"green water and green mountains"to"gold and silver mountains".
