大安全视野下韧性安全城市建设探析

摘要
城市作为人类的生息之地,安全韧性人命关天.近年来,随着城市化进程不断推进,城市进入高质量发展阶段,城市风险由单一风险逐渐向复合型风险转化,城市安全风险治理难度日益增加.该文基于大安全视角,分析城市大安全面临的挑战,阐释韧性安全城市建设的必要性,对韧性安全城市建设的路径进行探析,有助于筑牢城市高质量发展的安全基石,实现经济社会的安全发展.
Abstract
Cities,as the cradle of human civilization,embody the vital importance of security resilience.In recent years,with the continuous advancement of urbanization and the transition to high-quality development,urban risks have gradually evolved from singular to complex,posing increasing challenges for urban safety risk management.This paper,from the perspective of comprehensive security,analyzes the challenges facing urban security,elucidates the necessity of constructing resilient safe cities,and explores the pathways for such construction.It aims to strengthen the foundation of security for high-quality urban development and achieve safe economic and social progress.
