On the Government Behavior in Guizhou's Handicraft Economy during the Comprehensive Anti Japanese War
During the period of the War of Resistance,in order to cope with the tight economic blockade by the Japanese side and to protect the military and civilian needs of the rear,the Guizhou Provincial Government has vigorously supported the development of handicrafts in the province through multiple actions,such as tax re-duction and exemption,the provision of loans,the awarding and persuasion of handicrafts,the operation of handicrafts workshops,and the establishment of improvement and promotion organizations.These government actions not only accelerated the process of Guizhou getting rid of the drug economy,but also made an important material contribution to the final victory of the war of resistance and directly and indirectly promoted the"semi-industrialization"of some handicrafts in the country.However,due to the subjective lack of determination of the national government to help Guizhou handicrafts to complete the"grafting transformation industrialization",coupled with the fact that some of the support policies were difficult to implement in the actual implementation process,or the positive effects were weakened by other policies,the government's support for the handicrafts did not fully meet the expectations.Throughout the government's behavior in Guizhou's handicraft economy during the war,the government's behavior was characterized by three features:military,local,and gradual.
