面向资源管理的国土空间规划标准体系——国家标准化战略和趋势引发的思考

摘要
规划类标准在当前国土空间规划体系改革中面临极大的挑战.基于对国家标准化发展战略的分析,指出,其一,"空间"是一种资源类型,"空间治理"是实现各类资源综合管理和使用的工具.其二,通过规划治理实现资源管理目标,是国土空间规划由原有以建设为导向的规划向以资源管理为导向的规划转型的重要契机.其三,建构与国家标准体制整合的、以国家标准化战略为引领的国土空间规划标准体系,其根本目标是建立新的资源管理工具.认为,国土空间规划标准体系的建构应整合"公共事务""社会治理""科学技术"等多个视角,协同各类资源管理行政职能,推动规划"技术标准体系"向国土空间治理"标准体系"转变.
Abstract
The planning standards,put under centralized management by specialized departments,face great challenges in the current reform of the territorial-spatial-planning(TSP)system,influenced by the multipolar segmentation of the standardization mechanism in China.Based on the review and analysis of the national standardization development strategy,the international standardization development trend and"the three-year action plan on the construction of the technical standard system"for TSP,this research argues that,first,"space"is not only a resource type,but also as a governance tool to realize the comprehensive management and use of various resources.Second,realizing the goal of resource management through planning and governance is an important opportunity for the transformation of TSP from construction-oriented planning to resource management-oriented planning.Third,the fundamental goal of forming a TSP standard system integrated with the national standard institution and led by the national standard strategy is to establish a new resource management tool.This paper points out,the construction of the standard system of TSP needs to integrate the perspectives of"public affairs","social governance"and"science and technology",further shifting planning technical standards to"territorial spatial governance standards",additionally promoting the planning field to actively respond to the national standardization strategy to realize the transformation of planning and governance with the modernization of governance capacity and governance mechanism.
