城市体检指标体系建构逻辑循证研究

摘要
在国家治理体系现代化改革的大背景下,开展国土空间规划城市体检评估,有助于及时揭示国土空间治理中存在的问题和短板,反馈规划实施效能.虽然,目前城市体检的实践较多,但是理论层面研究相对较少,导致评估科学性和系统性存在不足,亟需对城市体检原理的探索.因此,本研究引入循证治理理论构建城市体检框架,包括理论框架、内容循证和证据循证.在此基础上,通过对规划目标、规划实施和城市运行的指标循证,明确证据来源和证据等级,结合系统动力学描绘证据因果反馈路径,并以北京城市副中心体检为例进行方法论证,以期对城市体检理论发展提供新的思路.
Abstract
In the context of the modernization reform of the national governance system,conducting urban physical examination and evaluation of territorial spatial planning can help timely reveal the problems and shortcomings in territorial spatial governance,and provide feedback on the effectiveness of planning implementation.Although there are currently many practices in urban physical examinations,the lack of theoretical basis has led to insufficient scientific and systematic evaluation,and there is an urgent need to explore the principles of urban physical examinations.Therefore,this study introduces evidence-based governance theory to construct a framework for urban physical examination,including theoretical framework,evidence-based content,and evidence-based evidence.On this basis,by evidence-based analysis of planning objectives,planning implementation,and urban operation indicators,the source and level of evidence are clarified.Combined with system dynamics,the causal feedback path of evidence is depicted,and a method demonstration is conducted using the physical examination of Beijing's Municipal Administrative center as an example,in order to provide new ideas for the development of urban physical examination theory.
