摘要
中国城市高质量发展背景下,城市体检能够及时发现城市病,是推进人居环境建设更系统、更精细、更科学的重要抓手.运用扎根理论,进行文献和案例梳理,明确城市体检技术流程、指标体系构建、指标选取与评估方法,以广州试点为例进行实证探究.同时通过政策逻辑、学术逻辑、社会关注逻辑3个视角识别城市重点问题,明确城市发展治理目标,完成指标体系优化,采用"六维"综合诊断方法研判城市可持续发展问题.在考虑广州城市发展自身特征的基础上,通过引入特色指标反映城市典型发展问题.该思路是基于住房和城乡建设部现有城市体检评估的再次深化,能够最大限度地集成国家智慧,把控城市问题的热点与趋势,解决人民最关心、社会最关切、国家最关注的城市发展的核心问题.
Abstract
Under the background of high-quality urban development in China,urban physical examination can detect urban diseases in time,which is an important starting point for promoting the construction of human settlements in a more systematic,detailed and scientific way.Based on grounded theory,this paper conducts literature and case review,clarifies the technical process of urban physical examination,the construction of indicator system,indicator selection and evaluation method,and takes Guangzhou as an example to conduct empirical research.Meanwhile,this paper also has identified key urban problems,clarified the objectives of urban development governance,completed the indicator system optimization from three perspectives of policy logic,academic logic and social concern logic,and has analyzed the problems of urban sustainable development by the"six-dimensional"comprehensive diagnosis method.On the basis of considering the characteristics of Guangzhou's urban development,the typical urban development problems are reflected by introducing characteristic indicators.This idea is based on the deepening of the existing urban physical examination evaluation of the Ministry of Housing and Urban-Rural Development,which can integrate the national wisdom to the maximum extent,control the hot spots and trends of urban problems,and solve the core problems of urban development that the people,society,country are most concerned about.
