摘要

实现"碳达峰、碳中和"是一场广泛而深远的系统性社会变革,国土空间是碳源和碳汇的载体,如何发挥国土空间规划的统筹作用,通过各层级国土空间差异化治理助力落实"双碳"目标,构建有利于碳达峰、碳中和的国土空间开发保护新格局,是新时代国土空间规划的重要议题.通过系统梳理国土空间规划与"双碳"战略的融合思路,以省级、市县级和片区级国土空间规划编制实践为例,提出了"全程嵌入—目标耦合—空间支撑"的技术框架和传导方式,为"五级三类"国土空间规划工作提供借鉴.

Abstract

Achieving the goals of"Carbon emission peak"and"Carbon neutrality"is a wide-ranging and profound systemic social transformation.The territorial space is the carrier of carbon sources and sinks.How to play a coordinating role in territorial spatial planning,differentiate governance at various levels of territory space,and assist in achieving the"dual carbon"goals through differentiated management of territorial space at various levels,and build a new pattern of territorial spatial development and protection that is conducive to carbon peaking and carbon neutrality is a vital subject under discussion to be addressed in the context of territorial spatial planning in the new era.This article takes the practice of provincial,municipal,county,and regional-level territorial spatial planning as examples.It proposes a hierarchical territorial spatial planning integration technology framework and main conduction methods based on"full embedding,goal coupling,and spatial support",also provides experiences and work ideas for the"five-level and three-category"territorial spatial planning work.
