摘要

破解存量工业用地更新困境、促进其增值收益回流公共是保障城市可持续发展的关键.以"成本—收益"为视角,解构存量工业用地更新的成本与收益,提出其增值收益回流公共具有一定的必然性,构建"成本—收益—回流"的动态均衡机制.在对广州市工业用地更新实践进行跟踪调查的基础上,总结导致存量工业用地更新困境的原因,分别为反市场逻辑下的市场投机行为、时序逆差下的政府长期收益链断裂,致使存量工业用地更新出现"双倒挂"现象.基于此,结合对国内典型城市存量工业用地更新政策的归纳,提出破解存量工业用地更新困境的两条政策脉络,即更新成本的市场化重置、增值收益的持续性捕获,为存量工业用地增值收益回流公共提供思路借鉴.

Abstract

Solving the dilemma of updating stock industrial land and promoting its value-added returns to the public is the key to ensuring sustainable urban development.From the perspective of"cost-benefit",this paper deconstructs the costs and benefits of updating stock industrial land,proposes that it is necessary for its value-added benefits to reflux to the public,and constructs a dynamic equilibrium mechanism of"cost-benefit-reflux".On the basis of tracking and investigating the practice of industrial land renewal in Guangzhou,the reasons for the dilemma of stock industrial land renewal are summarized as follows:market speculation under anti market logic and government long-term income chain rupture under time series deficit,resulting in the phenomenon of"double inversion"in stock industrial land renewal.Based on this,combined with the induction of policies for the renewal of stock industrial land in typical domestic cities,two policy threads are proposed to solve the dilemma of stock industrial land renewal,namely the market-oriented reset of renewal costs and the sustained capture of value-added benefits,providing ideas and references for the reflux of value-added benefits from stock industrial land to the public.
