摘要
当代中国受气候变化和人类社会活动的多种作用和影响,已进入高度风险的社会.作为风险社会形构的国土空间,其时空结构的形成必然蕴含着不断组构重建、互相融合的微观基础和机理.为了探索国土空间在不确定灾害事件影响下的 自组织、自适应机制,为国土空间规划治理提供结构和过程双重耦合的路径图式,引入韧性概念的来源——适应性循环模型,对国土空间系统"突变—涌现—适应"的动力和非动力涨落过程进行分析.在此基础上,将具备适灾韧性特征的国土空间系统转换为韧性规划语言,搭建适宜于多层级系统韧性升级的"吸收—适应—转变"框架,以揭示国土空间系统在单一适应周期内的涨落过程、不同适应周期之间的层级关系和上下联系,实现对国土空间风险运行演进过程的空间映射.为国土空间韧性防灾专项规划提供交叉视角和路径支持.
Abstract
Contemporary China has entered a high-risk society due to the various effects and influences of climate change and human social activities.As the structure of risk society,the formation of its space-time structure inevitably contains the micro-foundation and mechanism of continuous fabric reconstruction and mutual integration.To explore the self-organization and self-adaptation mechanism of territorial space under the influence of uncertain disaster events and to provide a path schema of dual coupling of structure and process for the planning and governance of territorial space resilience,the adaptive cycle model,the source of the resilience concept,was introduced to analyze the dynamic and non-dynamic fluctuation processes of the"mutation-emergence-adaptation"of territorial space system.On this basis,the territorial space system with the characteristics of disaster resilience is transformed into a resilience planning language,and an"absorption-adaptation-transformation"framework suitable for the resilience upgrading of multi-level systems is built to clarify the fluctuation process of the territorial space system in a single adaptation period,the hierarchical relationship between different adaptation periods and the up-and-down relationship,to realize the spatial mapping of the evolution process of territorial space risk operation,provide cross-perspective and path support for the particular planning of territorial space resilience and disaster prevention.
