总体国家安全观下的西部地区规划建设——以重庆为例

摘要
我国西部情境特殊,特别是在后疫情时期,作为我国全球博弈的"地缘根基",更是面临着相当严峻的安全压力.重庆是我国西部直辖市,承担着"在推进西部大开发形成新格局中展现新作为、实现新突破"的重要支撑职能,其核心战略地位不言而喻.总体国家安全观统筹各领域安全,对西部规划、发展安全有着宏观指导作用.新时代,面对国家需求和西部特殊情境,从促进西部高质量发展的高度,将总体国家安全观融入到地区规划建设管理、社会经济发展的各环节,对确保国家安全和社会稳定有积极意义.文章重点考虑将总体国家安全观及相关法律要求落实到地方规划建设,将安全理念渗进国土空间规划体系和内容中,对以重庆为代表的我国西部地区的建设活动进行相应安排,力图实现生态安全、生产安全、建设安全和管理安全的基本目标,助推西部大开发形成新格局和区域高水平发展.
Abstract
The situation in western China is special,especially in the post-epidemic period.As the"geographical foundation"of China's global game,it is facing quite severe security pressure.Chongqing is a municipality directly under the central government in western China,which undertakes the important supporting function of"showing new actions and achieving new breakthroughs in promoting the development of the western region and forming a new pattern",and its core strategic position is self-evident.The holistic approach to national security coordinates security in all fields and plays a macro-guiding role in planning and developing security in the western region.In the new era,facing the national demand and the special situation in the west,it is of positive significance to integrate the holistic approach to national security into all aspects of regional planning and economic development from the height of promoting the high-quality development of the west.This paper focuses on implementing the holistic approach to national security and relevant legal requirements in local planning and construction,infiltrating the security concept into the territory spatial planning.Arrange the construction activities in western China,represented by Chongqing,in order to achieve the basic goals of ecological safety,production safety,construction safety and management safety,and promote the development of the western region to form a new pattern and regional high-level development.
