摘要

全球自然灾害频发使城市轨道TOD开发、尤其是作为开发"锚点"的站域地区的安全韧性问题凸显.当前,在我国城市轨道站域空间规划实践中,暂未切实形成自然灾害的"安全"目标与TOD的"发展"目标的规划统筹,其中一项重要技术瓶颈在于缺乏TOD开发和空间韧性之间影响关系的科学认识和精细辨析.为精准且高效统筹城市轨道站域的发展和安全,先引入TOD理论和韧性理论,分别搭建城市轨道站域的多维度开发水平评价指标体系和多情景空间韧性评价指标体系;再建立城市轨道TOD开发影响站域空间韧性的理论分析框架,指导通过量化实证方法逐层剖解城市轨道TOD开发对站域空间韧性的综合影响和精细影响;最后,将基础研究向规划应用转化,基于城市轨道站域TOD开发对空间韧性的影响关系,提出以统筹控制二者指标为技术核心的规划应用方案,为在城市轨道站域空间规划中落实"统筹发展和安全"国家战略提供具体应用情景.

Abstract

The frequent occurrence of natural disasters in the world highlights the safety and resilience of urban rail TOD development,especially of the station area as the"anchor point"of TOD.At present,in the spatial planning practice of the urban rail station area in China,there is no real coordination between the"safety"goal towards natural disasters and the"development"goal of TOD.One of the important technical bottlenecks is the lack of scientific understanding and fine discrimination of the affecting relationship between TOD development and spatial resilience.In order to accurately and efficiently coordinate the development and safety of the urban rail station area,the multi-dimensional TOD development index system and multi-scenario spatial resilience index system of the urban rail station area are established by applying the TOD theory and the resilience theory.Then,the theoretical analysis framework of the affection of urban rail TOD development on the spatial resilience of the station area is established,and the comprehensive effect and the fine effects of the TOD development on the spatial resilience of the urban rail station area are analyzed by quantitative and empirical method.Finally,the basic research is transformed into planning application.Based on the affecting relationship of TOD development of urban rail station area on spatial resilience,a planning application scheme based on coordinated control of the two indicators is proposed,which provides specific application scenarios for implementing the national strategy of"coordinating development and safety"in the spatial planning of urban rail station area.
