"双碳"目标下粤港澳大湾区高密度城区低碳发展路径思考——以罗湖区为例

摘要
粤港澳大湾区在国家"双碳"战略中承担了标杆与示范作用,湾区城市践行了绿色低碳高质量发展指引下的经济社会转型.文章以深圳市罗湖区为例,通过综合分析高密度城区建设中面临的产业集群引进和结构优化升级、城市有机更新与低碳减排、生态资源禀赋价值转换等问题与挑战,围绕罗湖区打造社会主义现代化"低碳先锋城区"的 目标要求,提出了三大核心策略:(1)建立产业低碳高质量评价标准,引导节能降碳产业升级;(2)坚持高质量发展创新引领,构建生态低碳城区与绿色示范街区;(3)保障蓝绿空间资源优势,提升山水城区GEP战略价值.同时,针对产业经济、城市建设、生态保障等方面的重点工作提出了政策建议.通过研究双碳背景下高密度城区低碳发展路径,为其他城市和地区落实双碳目标、编制减碳背景下区域规划和推进低碳城市建设等提供有益借鉴.
Abstract
The Guangdong-Hong Kong-Macao Greater Bay Area has assumed a benchmarking and demonstration role in the national"dual carbon"strategy.The cities in the Bay Area have practiced economic and social transformation under the guidance of green,low-carbon and high-quality development.Taking the Luohu District of Shenzhen as an example,this paper comprehensively analyzes the problems and challenges faced in the construction of high-density urban areas,such as the introduction of industrial clusters,structural optimization and upgrading,urban organic renewal and low-carbon emission reduction,and the conversion of ecological resource endowment value,and builds around Luohu District.The goal of socialist modernization"low-carbon pioneer city"proposes three core strategies:(1)establish industrial low-carbon high-quality evaluation standards,guide the upgrading of energy-saving and carbon-reducing industries;(2)adhere to the banner of high-quality development,and build ecological low-carbon Urban areas and green demonstration blocks;(3)Ensure the advantages of blue-green space resources and enhance the strategic value of GEP in Shanshui urban areas.At the same time,policy recommendations are put forward for critical tasks in the industrial economy,urban construction,and ecological protection.By studying the low-carbon development path of high-density urban areas under the dual-carbon background,this paper provides a useful reference for other cities and regions to implement dual-carbon targets,formulate regional plans under the background of carbon reduction,and promote low-carbon city construction.
