摘要
构建了基于尺度理论的分析框架,研究了中国城市群发展的内在逻辑,剖析了面向双循环的城市群尺度重组与空间演变.研究发现:新发展格局下,国家需要延伸对城市群的监管尺度,城市群需协调内部城市间的差异化发展.同时,城市群将发生空间演变以服务不同尺度的资本循环:(1)城市群作为"点"承担内外循环窗口功能,维系创新、科技等高端要素在国内外市场的互通.(2)城市群作为"线"串联国内大循环,协调国内不同地区分工协作、保证产业链与供应链的安全韧性,服务全国统一大市场的建设.(3)城市群作为"面"组织内部微循环,优化基础设施配置、服务腹地中小城市和农村地区,推进城乡融合和可持续发展.
Abstract
This article constructs an analytical framework based on scale theory,studies the internal logic of the development of urban agglomerations in China,and analyzes the scale reorganization and spatial evolution of urban agglomerations oriented towards dual circulation.Under the new development pattern,China needs to extend the supervision scale of urban agglomerations,and urban agglomerations also need to coordinate the differentiated development of internal cities.At the same time,urban agglomerations will undergo spatial evolution to serve capital circulation at different scales:(1)Urban agglomerations serve as"points"to serve as windows for internal and external circulation,maintaining the exchange of high-end elements such as innovation and technology in domestic and foreign markets.(2)Urban agglomerations serve as"lines"to connect the domestic circulation,coordinate the division of labor and collaboration among different regions in the country,ensure the safety and resilience of the industrial chain and supply chain,and serve the construction of a unified national market.(3)Urban agglomerations serve as"surfaces"to organize internal microcirculation,optimize infrastructure configuration,serve hinterland small and medium-sized cities and rural areas,and promote urban-rural integration and sustainable development.
