摘要

随着国家批复上海张江、安徽合肥、北京怀柔、粤港澳大湾区等综合性国家科学中心,国内兴起新一轮科学城建设,西安、武汉、南京、成都、重庆等多地都在加快布局,世界一流科学城是探索关键核心技术攻关新型举国体制、建设高效协同国家创新体系的重要支撑.当前学术界对科学城规划的探讨尚显不足,缺乏国家、城市群和都市圈等宏观视角的认识,对世界一流科学城的界定不清晰.首先从城市群和都市圈的视角,提出对世界一流科学城的区域功能、关键环节、协同创新认识,总结"科—产—城"内涵特征;然后从区域协同创新网络、区域创新组织方式、科学城建设标准、空间规划体系四个方面总结世界一流科学城的建设模式;最后针对城市群层面多元异构、深度融合的大湾区,以深圳光明为例进行分析.

Abstract

As the State has approved four comprehensive national science centers in Zhangjiang in Shanghai,Hefei in Anhui,Huairou in Beijing,and the Guangdong-Hong Kong-Macao Greater Bay Area,a new wave of science city construction has sprung up domestically under the rapid layout of Wuhan,Nanjing,Chengdu,Chongqing and many other places.The world-level science city serves as an important foundation for exploring new national systems based on key core technologies and creating an efficient and collaborative national innovation system.However,there is not yet enough theoretical research and construction practice on science city planning in the academic field.Firstly,this paper puts forward three major perceptions of the world-level science city construction mission at the strategic level of supporting the national innovation system;Then,it proposes the connotation characteristics of"Science-Industry-City"of the world-level science city through comparative research;Finally,it takes New Generation Science City of Shenzhen Guangming as an example to draw a conclusion of the planning and construction model in terms of regional collaborative innovation network,spatial organization of the metropolitan area,construction standards of the science city,and planning organization mode.
