规划知识流动视角下1990年代以来中国境外城乡规划历程研究
China's Oversea Urban and Rural Planning Practice Since the 1990s:A Retrospective Study from the Perspective of Planning Knowledge Flow

摘要
中国规划经验的国际传播在1990年代后呈现新特点.引入规划知识流动这一研究视角,界定规划实践知识并分析其流动机制.在此基础上,依据宏观背景与中国对外开放的关键事件,划分出1990年代以来中国境外城乡规划历程的3个阶段.分别为1990至2001年的初期知识流动;2002至2012年的多样性知识流动;2013年以来的系统性知识流动.认为中国境外城乡规划实践知识流动的3个趋势为:①规划工作范围拓展与知识延伸、合作层次提升;②规划知识的在地化日益受到重视;③境外规划已覆盖6大洲且部分省份规划机构引领知识流动.这些趋势表明30年来中国城乡规划实践知识外溢效应凸显,但知识在地化仍将是实践与研究的重点.研究结论为推动中国规划业界走出国门以及中国城乡规划的全球化提供一定理论支撑.
Abstract
China's urban and rural planning experiences exporting to other countries,as known as the transnational knowledge flow,has taken on new characteristics since the 1990s.Introducing a research perspective of planning knowledge flow,we coin and conceptualize the term'practical planning knowledge'and analyze its flowing mechanism.Based on the general economic context and key events of China's Opening-up,we periodize China's oversea urban and rural planning development from the 1990s to the present into three stages.Stage one is from the year 1990 to 2001 and is characterized as the initial knowledge flow.Stage two is from the year 2002 to 2012 and is featured by various planning kinds of knowledge flow.Stage three is from the year 2013 till now and is featured by a systematical knowledge flow.We argue that the general trends of transnational flow of China's practical planning knowledge since the 1990s are as follows.Firstly,knowledge scope is extended.Secondly,the localization of practical planning knowledge becomes more important.Thirdly,China's oversea planning has been covered six continents and a few provinces have taken the lead in exporting Chinese knowledge.These trends imply that the spillover effect of Chinese urban and rural planning practical knowledge over the last three decades is evident.However,knowledge localization will still be the focus of planning practice and research.We aim to provide a basis for promoting China'planning industry internationalized,and Chinese urban and rural planning globalized.
