摘要
当今全球城镇化速度整体放缓,城市更新面临新的机遇与挑战.日本在面对气候变化和未来流行病的大背景下,将ESG理念(环境、社会、治理)引入城市更新战略,并纳入城市规划与建设中.日本政府2022年颁布了《东京湾城市ESG发展战略2022》,在空间治理与优化方面提出了绿色滨水空间营造、防灾减灾对策推进、数字尖端技术应用、高效创新城市营建和丰富多样交通网络五大可持续性发展战略,倡导多方参与式规划,旨在将东京湾区建设为智慧、韧性、创造性的未来城市典范,其更新思路、实施战略、参与机制等方面对我国的城市更新有着一定的启示作用.在我国城乡发展的新时期,将"ESG"理念融入城市规划治理,有助于提升城市更新的综合效益,为城市的高质量可持续发展提供新的思路与方法.
Abstract
Nowadays,the speed of global urbanization is slowing down,and urban renewal is facing new opportunities and challenges.In the context of climate change and future epidemics,Japan has introduced the ESG concept(environment,society,governance)into urban renewal strategies and incorporated it into urban planning and construction.The Japanese government promulgated the"Tokyo Bay City ESG Development Strategy 2022"in 2022,and proposed five sustainable development strategies in terms of spatial governance and optimization.Its renewal ideas,implementation strategies,and participation mechanisms have certain implications for China's urban renewal.In the new era of urban and rural development in China,integrating the concept of"ESG"into urban planning governance will help to improve the comprehensive benefits of urban renewal and provide new ideas and methods for the high-quality sustainable development of cities.
