摘要

伴随着我国大力推动低碳城市实践,城乡规划成为了引导低碳实践的重要政策工具.为了进一步加强低碳规划中"认知"与"实践"的匹配程度,从城乡规划实践出发,构建基于空间视角的城市碳排放定量化评估方法具有重要价值.选取江苏省扬中市为解释性案例,立足于传统的城市碳排放核算方法,采用"点状+线状+面状"空间形式进行城市碳排放空间关联.研究表明该方法①可有效识别城市碳排放特征,明确工业、居住、商业、交通和公共管理与服务等部门在城市碳排放中的作用与地位.②可以明确城市全域空间碳排放强度,识别重点碳排放空间单元.③可以判别商业、工业、居住、公共服务、交通等用地碳排放强度的差异,建立不同功能用地活动与碳排放的经验性认知.④可全面识别城市不同层级空间治理单元碳排放主要的特征.研究认为可以提供如下方面的规划实践引导,①为构建基于用地的城市碳排放量预测评估提供经验参数支撑.②为构建空间视角的城市低碳规划策略提供信息引导.③为构建面向多层次治理单元的低碳规划应对体系提供信息支撑.

Abstract

With the vigorous promotion of low-carbon urban practices in China,urban and rural planning has become an important policy tool for guiding low-carbon practices.In order to further enhance the alignment between"cognition"and"practice"in low-carbon planning,it is of great value to establish a quantitative assessment method for urban carbon emissions based on a spatial perspective,starting from the practice of urban and rural planning.This paper selects Yangzhong City in Jiangsu Province as an illustrative case and based on traditional urban carbon accounting methods,adopts a spatial form of"point-line-surface"to analyze the spatial relationships of urban carbon emissions.The study shows that this method:(1)effectively identifies the characteristics of urban carbon emissions,clarifying the roles and positions of sectors such as industry,residential,commercial,transportation,and public administration and services in urban carbon emissions;(2)allows for a clear understanding of the overall spatial carbon emission intensity of the city,identifying key carbon emission spatial units;(3)differentiates the carbon emission intensity of land use activities in commercial,industrial,residential,public service,and transportation sectors,establishing empirical knowledge of the relationship between different land use functions and carbon emissions;and(4)comprehensively identifies the main characteristics of carbon emissions in different hierarchical spatial governance units of the city.The study suggests that the method can provide guidance for planning practice in the following aspects:(1)providing empirical parameter support for predicting and assessing urban carbon emissions based on land use;(2)offering information guidance for the development of spatial perspective-based urban low-carbon planning strategies;and(3)providing information support for the construction of a low-carbon planning response system targeting multi-level governance units.
