摘要
面对日益增加的自然和人为灾害,城市适灾韧性的提升成为保障居民生命财产安全的关键.然而,传统的城市适灾韧性研究多聚焦于系统的静态属性,未能充分考量城市系统内在的动态性及适应能力.引入复杂适应系统(CAS)理论视角,深入探讨城市适灾系统的动态特性,旨在揭示CAS理论在提升城市适灾韧性中的应用价值.研究识别并分析了城市适灾系统中的适灾主体、适灾资源及适灾环境三个关键子系统,并基于CAS理论的七个基本属性,系统地提出了七个促进城市适灾韧性提升的目标及关键实现机制.此外,通过案例分析,探讨了如何将理论成果有效融入城市规划与管理实践,并对CAS理论应用于城市适灾韧性提升的潜在局限性进行了讨论.本研究不仅拓展了城市适灾韧性的理论视野,也为城市管理者在灾害防控与恢复的过程中提供了科学的指导策略,具有重要的理论意义和实践价值.
Abstract
With the increasing frequency of natural and human-made disasters,enhancing urban disaster resilience is crucial for safeguarding the lives and property of residents.However,traditional research on urban disaster resilience often focuses on the system's static attributes,failing to fully consider the inherent dynamism and adaptability of urban systems.This paper introduces the perspective of Complex Adaptive Systems(CAS)theory to delve into the dynamic characteristics of urban disaster resilience systems,aiming to uncover the application value of CAS theory in enhancing urban disaster resilience.The study identifies and analyzes three key subsystems within the urban disaster resilience system:disaster-resilient agent,disaster-resilient resources,and the disaster-resilient environment.Based on the seven fundamental attributes of CAS theory,the paper systematically proposes seven goals and key mechanisms for promoting urban disaster resilience enhancement.Moreover,through case analysis,this study explores how to effectively integrate theoretical findings into urban planning and management practices and discusses the potential limitations of applying CAS theory to the enhancement of urban disaster resilience.This research not only broadens the theoretical perspective of urban disaster resilience but also provides scientific guidance for city managers in disaster prevention,control,and recovery processes,offering significant theoretical and practical value.
