养老住房政策体系演进与多样化实施方法探究——以加拿大老年住房计划为例

摘要
目前全球老龄化日益严重,养老压力持续加大,在以美、日、芬三国为代表的世界各国总体呈现向居家养老发展的一致趋势下,分析得出加拿大的多样化养老经验对于我国最具可行性.宏观上分析加拿大自上而下的住房政策演进历程,其作为加拿大福利制度的起源为后续进一步制定针对性的老年住房计划奠定了基础.老年住房计划中详细整理了针对加拿大全国13个省共18种多样化住房计划类型,总结出各省老年人住房政策方面共同的关注点,其多样化的本质是使政策实施更具针对性和人性化.微观上从申请者视角,以大不列颠哥伦比亚省为例检验了老年住房计划自下而上执行的可实施性.最终结合我国养老产业现状,得出加拿大养老住房政策对我国养老政策规划的启示.
Abstract
At present,global aging is becoming more and more serious,and the pressure on old age continues to increase.Under the consistent trend of the United States,Japan and Finland as representatives of countries around the world towards home-based old age care,the analysis concludes that Canada's diversified old age care experience is the most feasible for China.Macro-analysis of the evolution of Canada's top-down housing policy as the origin of Canada's welfare system lays the foundation for the further development of targeted senior housing programs.In the Senior Housing Program,a total of 18 types of diversified housing program for the 13 Canadian provinces have been compiled in detail,summarizing the common concerns of housing policies for the elderly in each province,and the essence of its diversification is to make the implementation of policies more targeted and humane.From the perspective of the applicants,we tested the implementability of the bottom-up implementation of the seniors'housing program in the province of British Columbia as an example.Ultimately,combined with the current situation of China's senior living industry,we conclude that Canada's senior housing policy is a revelation for China's senior living policy planning.
