信息基础设施发展不平衡对城市群绩效差距的影响——基于国家级城市群的实证研究

摘要
信息基础设施是城市群发展的重要支撑,其发展水平对城市群绩效具有重要影响,对城市群信息基础设施发展水平的时空差异及其对经济绩效差距的影响进行了实证研究.研究发现:(1)城市群信息基础设施建设水平显著提升,但信息基础设施应用水平趋向分化.(2)城市群间信息基础设施发展水平差距自2014年以后逐年缩小,建设水平差距显著缩小;但应用水平差距迅速扩大,且城市群内部差距扩大趋势更为明显.(3)信息基础设施建设水平差距通过积累效应和配置效应影响城市群绩效差距,缩小建设水平差距能够缓解城市群绩效差距.(4)信息基础设施应用水平差距对城市群绩效差距的影响具有异质性.从全国层面看,应用水平的不平衡会加剧城市群绩效差距.从区域层面看,在逃避竞争效应主导下,东部和中部的应用水平相对平衡能够缓解城市群绩效差距;在技术追赶效应下,东北和西部应用水平保持适当差距能够缩小城市群绩效差距.
Abstract
Information and Communication Technology(ICT)infrastructure constitutes a critical pillar for the development of urban agglomerations,exerting a significant influence on their performance.This paper empirically investigates the spatiotemporal disparities in the development of ICT infrastructure among urban agglomerations and its impact on the economic performance gap.The findings reveal:(1)The construction level of ICT infrastructure across urban agglomerations has widely improved,while the application level tends to diverge.(2)The disparity in the development of ICT infrastructure among urban agglomerations has progressively narrowed since 2014,particularly in terms of construction level.However,the discrepancy in application levels has rapidly expanded,with this trend being even more pronounced within individual urban agglomerations.(3)The discrepancy in the construction levels of ICT infrastructure influences the performance gaps among urban agglomerations through both accumulative and allocative effects.Mitigating the disparity in construction levels can alleviate the performance gaps.(4)The heterogeneity analysis indicates that,at the national level,imbalances in application levels exacerbate the performance gaps among urban agglomerations.At the regional level,predominated by the effects of competition avoidance,relatively balanced application levels in the eastern and central regions serves to mitigate the performance gaps.Conversely,influenced by the effects of technological catch-up,maintaining a moderate gap in application levels in the northeast and western regions can narrow the performance gaps.
