收缩还是再布局:人口变动对收缩型都市圈经济发展的影响研究

摘要
以"七普"数据为基础,对沈阳都市圈的人口变动情况进行分析基础上,总结沈阳都市圈人口发展的基本特征.研究发现:沈阳都市圈人口规模收缩与区域内部空间再布局并存,沈阳市浑南区等六区,鞍山市铁西区、立山区,抚顺市望花区,阜新市细河区,辽阳市白塔区以及铁岭市银州区实现了人口正增长,而周边区域则呈现明显的收缩态势.区域人口老龄化、人口流失尤其是高技能人口外流等现象对沈阳都市圈的经济发展带来了较为明显的影响,表现在都市圈总体经济增长速度延缓,影响了沈阳都市圈的整体竞争力的提升.最后从促进区域均衡发展,积极应对人口流失,吸引高素质人力资本流入,科学应对老龄化问题,加快产业升级转型等角度,对沈阳都市圈人口的健康可持续发展提出了相关建议.
Abstract
Based on the"Seventh National Population Census"data,this paper analyzes the population changes in the Shenyang metropolitan area and summarizes the basic characteristics of population development in the area.Research has found that the shrinking population size of the Shenyang metropolitan area coexists with the redistribution of internal space.Six districts in Shenyang,Tiexi District and Lishan District in Anshan,Wanghua District in Fushun,Xihe District in Fuxin,Baita District in Liaoyang,and Yinzhou District in Tieling,have achieved a positive population growth,while the surrounding areas have shown a clear trend of shrinking.The phenomenon of regional population aging,population outflow,especially the outflow of high skilled population,has had a significant impact on the economic development of the Shenyang metropolitan area,manifested in the overall slow growth rate of the metropolitan area,thereby affecting the overall competitiveness of the Shenyang metropolitan area.Finally,from the perspectives of promoting regional balanced development,actively responding to population loss,attracting high-quality human capital inflows,scientifically addressing aging issues,and accelerating industrial upgrading and transformation,relevant suggestions are proposed for the healthy and sustainable development of Shenyang metropolitan area.
