产权视角下历史街区保护资金困境探讨——以祁县昭馀古城为例

摘要
产权是影响历史街区保护的重要因素,历史街区普遍存在复杂的产权结构.按照制度经济学"产权—激励—行为"理论框架,分析产权对历史街区保护资金的影响,发现政府资金注重风险防控,私人资金偏好资产增值的一般规律.以祁县昭馀古城为例,政府资金投向与遗产价值不完全匹配,私产房屋的保护投资需求不足,混合产权房屋兼具二者问题.提出建设完整古城社区,打破政府部门条块分割、按照遗产价值统筹安排保护资金,构建适合古城属性的产权制度等对策.
Abstract
Property right is an important factor in conservation.The property rights structure in the historical districts are usually complex.According to the property-rights theroy and the framework of"property rights-incentives-behavior",the paper analyzes the funds dilemas in historical districts.It is found that the government funds focus on risk prevention,while private funds prefer the asset appreciation.Taking Zhaoyu Ancient City in Qixian County as an example,a mismatch is further discovered between the government funds flow and the value of the building heritage.Meanwhile,private funds for the conservation is insufficient.Measures are propsed as to build a complete ancient city community,to make overall arrangement of protection funds based on heritage value,and to construct a property rights system.
