摘要
在当前竞争激烈的全球城市化时代,关于城市转型性质和动态的理论探索越来越关注权力、资本和空间之间的复杂关系.通过城市和项目的两层面分析框架以及典型案例的比较,研究了深圳"政府引导、市场主导"城市更新项目的动态和空间特征,探讨了项目特定的地理和历史背景如何影响更新过程和结果.研究表明:深圳城市更新模式是威权体制下的适应性新自由主义政策,垄断性政策采用和选择性政策执行的适应能力为城市更新提供了一套高度灵活的体系;"政府引导、市场主导"城市更新模式虽然高效,但面临不可持续的挑战,需要增强政策应对市场失灵和负外部性的适应性.研究通过对城市更新政策适应性讨论,在提升城市更新的空间治理成效方面提供实证借鉴和决策参考.
Abstract
In the current era of competitive global urbanism,theoretical explorations of the nature and dynamics of urban transformation have increasingly focused on the complex relation-ships between power,capital,and urban spaces.Through a 2 levels analytic frame(city and case)and a comparison between 2 individual cases,we investigated the dynamics and spatial characteristics of neoliberal urban redevelopment projects in Shenzhen,China,and explored how their specific geographical and historical contexts influenced redevelopment processes and outcomes.Our findings indicated that the new urban redevelopment policy in Shenzhen can be defined as an adaptive neoliberal policy within Chinese authoritarian system.Adaptive capacities in monopolised policy adoption and in selective policy implementation have formulated a highly flexible system in market-led urban redevelopment,which is efficient,but not sustainable,and therefore requires further improvement.The study provides empirical references and decision-making references in improving the spatial governance effectiveness of urban renewal through discussions on the adaptability of urban renewal policies.
