数据驱动的城市更新与交通治理协同探索——以广州市为例

摘要
城市更新是当前国土空间规划的热点和难点问题,合理的城市更新有利于提升城市品质,城市更新可引导优化城市职住空间、为交通系统提质增容创造条件,从需求源头和交通供给双重视角促进交通治理.从城市更新与交通系统协同发展视角出发,基于数据驱动能力分析传统城市更新带来的职住距离拉长、交通出行压力增大的现实问题,并解析了路网密度、公交可达性、职住平衡水平对城市更新开发规模的作用机理,提出密度分区主动管控和交通承载力评估反馈双向协同策略.以广州市为例,探索了人口适配性下的区域差别化城市更新治理、低效站点用地导入下的交通可达性提升、存量交通设施品质与效率提升等城市更新背景下的交通治理模式,为大城市的城市交通治理提供参考.
Abstract
Urban renewal is a hot and difficult issue in current national spatial planning.Reasonable urban renewal is beneficial for improving urban quality.Urban renewal can guide the optimization of urban occupational and residential space,create conditions for improving the quality and capacity of the transportation system,and promote traffic governance from the dual perspectives of demand source and traffic supply.From the perspective of coordinated development between urban renewal and transportation,the practical problems brought about by traditional urban renewal,such as longer distance between work and residence,and increased pressure on transportation and travel,are analyzed based on data-driven capability analysis.Moreover,the mechanism of the effects of road network density,transit accessibility,and jobs-housing balance on the scale of urban renewal and development are analyzed,a two-way collaborative strategy of active control of density zoning and feedback on traffic carrying capacity evaluation are proposed.Taking Guangzhou as an example,this study explores the transportation governance models under the background of urban renewal,such as regional differentiated urban renewal governance under population adaptation,improvement of transit accessibility under the introduction of inefficient station land use,and improvement of the quality and efficiency of existing transportation facilities,providing reference for urban transportation governance in large cities.
