摘要

交通与土地利用协同是实现土地资源高效集约利用的重要途径,但目前国内的评价模型和实践应用有待丰富.国土空间规划体系的建立为交通与土地利用协同规划实践提供了重大契机.通过总结国内外研究及应用现状,认为交通与土地利用一体化定量模型研究及本地化建设是一项长期性工作,依托重大契机寻求实践突破是目前交通与国土空间规划协同工作的重点,其中可达性在交通与土地利用反馈调节机制中发挥重要作用,可作为协同评价模型的关键指标.结合广州在国土空间规划等多层次规划中的实践与探索,基于可达性先行构建的交通与土地利用协同评价模型,可应用于城镇开发边界划定、交通与产业空间布局协同评估、交通设施周边用地效能提升,为国土空间规划编制及实施提供决策支撑,对于促进交通与土地利用协同落地实施具有重要作用.

Abstract

The coordination between traffic and land use is an important path to realizing the full and efficient use of land resources,but the current domestic practice of evaluation models needs to be enriched.The construction of the territorial spatial planning system provides essential opportunities for the practice of coordinated planning between traffic and land use.Through the summary of domestic and international existing research and cases,this paper considered the research and localization of the quantitative model with the combination of land use and traffic are long-term work.The main focus of the coordination work is exploring practical breakthroughs depending on the chances of major planning.Combined with the practice and exploration in Guangzhou Territorial Spatial Planning and other multi-level planning,building the cooperative evaluation model of transportation and land use based on traffic accessibility can provide decision-making support for the formulation and implementation of territorial spatial planning,and play an important role in promoting the collaborative implementation of transportation and land use.
