基于低碳土地利用的县级国土空间规划控碳体系研究——以长兴县为例

摘要
双碳目标背景下,以国土空间规划统筹碳中和建设、推进城市绿色低碳发展是我国新阶段的战略重点.然而,目前市县国土空间规划编制过程中缺乏减排目标和低碳规划技术手段的融合,导致国土空间规划控碳的行动路径仍不清晰.为此,针对县级城市,从土地利用视角切入,构建了一套融合"方法—机制"的县级国土空间规划控碳体系.一方面,开发基于低碳土地利用的空间规划控碳方法体系,通过对土地利用碳效应的"核算分析—预测评估—干预调整",为低碳专项规划的编制和实施提供技术支撑.另一方面,通过创新"编管结合"的控碳机制,将减碳目标与低碳技术系统统筹在以空间规划为载体的编制框架内,并为空间规划引领碳中和建设提供公共政策保障和智慧管理平台.研究以浙江省长兴县为例进行方法应用与机制探索,证明了县级空间规划控碳体系的有效性,可推广到其他县级城市的碳中和实践中.
Abstract
Under the background of the dual-carbon goal,China's strategic focus in the new stage is to coordinate carbon neutral construction and promote urban low-carbon development through spatial planning.However,the current spatial planning lacks the integration of emission reduction targets and low-carbon planning technologies,resulting in an unclear roadmap for carbon control.Therefore,this paper aims to establish a carbon control system for county-level spatial planning.This system integrates the"method-mechanism"from the perspective of land use.On one hand,it develops a carbon control method framework for spatial planning based on low-carbon land use.The framework provides technical support for the preparation and implementation of low-carbon special planning through the"accounting analysis-prediction assessment-intervention adjustment"of the land-use carbon effect.On the other hand,it innovates the carbon control mechanism combining"compilation and management",integrating carbon reduction targets and low-carbon technology system into the spatial planning process.This integration provides public policy guarantee and an intelligent management platform for carbon neutral construction led by spatial planning.The effectiveness of the county-level spatial planning carbon control system is proven by applied in Changxing County,Zhejiang Province.This system can be applied to other county-level cities toward carbon neutrality.
