摘要
我国快速的工业化带来了雾霾污染的加剧和空气质量的恶化,同时,城市化水平的不断提高使得我国的城市空间格局发生了巨大改变,相比以往基于地理邻近讨论产业集聚环境影响的研究,提出了新的区域污染扩散机制,关注基于城市网络联系的空间溢出效应.采用空间杜宾模型,利用区域之间的制造业投资联系构建投资权重矩阵,使用2004~2018年的中国284个地级市面板数据,分析基于城市网络联系的产业集聚对雾霾污染影响的本地效应和空间溢出效应.结果表明:产业集聚有利于降低当地的雾霾污染水平,且通过基于城市网络联系的空间溢出效应显著降低产业联系紧密区域的雾霾污染.此外,科研投入也有助于减少区域内的雾霾污染;第二产业为主的产业结构,会加剧本地雾霾污染,并且通过空间溢出加剧产业联系紧密地区的雾霾污染水平.同时,基于网络联系的产业集聚对雾霾污染的空间外部性表现出了区域的异质性.
Abstract
The rapid industrialization has significantly exacerbated the haze pollution and degraded urban air quality in China.The increasing urbanization has fundamentally changed the urban spatial development pattern in China.This paper diverges from previous studies that predominantly focused on the environmental impact of industrial agglomerations based on the geographic proximity.Instead,it focuses on the environmental externalities associated with urban networks.This paper introduces a new mechanism for the dispersion of regional pollution,emphasizing the spatial spillover effects facilitated by urban network linkages.Industrial agglomeration under urban network externalities causes inter-regional spillovers of pollution.Employing a spatial Durbin model,this paper constructs an investment weight matrix based on inter-regional investment connections and analyzes the panel data of 284 prefecture-level cities in China spanning from 2004 to 2018.The findings reveal that industrial agglomeration not only reduces local haze pollution but also mitigates pollution in regions closely linked by industrial networks through spillover effects.Additionally,investments in scientific research are shown to effectively reduce local haze pollution.Meanwhile,the industrial structure dominated by secondary industries intensifies the haze pollution both locally and globally through the network spillover mechanism.This paper highlights the heterogeneous impacts of industrial agglomerations on the haze pollution from the perspective of the network-based spatial externalities.
