对外交通基础设施改善对城市经济韧性的影响——来自中国高铁的经验证据
The Impact of External Transportation Infrastructure Improvements on the Urban Economic Resilience:Empirical Evidence from China's High-speed Rail

摘要
经济韧性是我国高质量发展的重要内容和内在要求.对外交通基础设施改善提高城市开放程度和对外联系水平,这使城市更容易受到外部干扰,还是有利于城市利用外部资源抵御冲击,是亟需解答的问题.在测算城市经济韧性水平的基础上,基于2007-2020年高铁开通数据和中国城市层面数据,利用双重差分模型实证检验了对外交通基础设施改善对城市经济韧性的影响.研究发现:高铁开通显著提升了城市经济韧性,这种提升作用在不同区域、不同等级和不同内部交通基础设施水平的城市间具有显著的异质性;机制分析表明,活跃创新创业、提升人力资本和促进产业集聚是对外交通基础设施改善增强城市经济韧性的传导机制.此外,高铁开通对城市经济韧性的提升具有溢出效应,对周边城市产生显著的间接扩散作用,带动区域协同发展.
Abstract
Economic resilience is an important element and intrinsic requirement for high-quality development in China.Whether improvements in external transportation infrastructure,which increase the openness and connectivity of cities,make them vulnerable to external disruptions or help them to utilize external resources to withstand shocks is a question that needs to be answered urgently.Based on measuring the level of urban economic resilience,this paper empirically examines the impact of external transportation infrastructure improvement on urban economic resilience using a difference-in-difference model based on the high-speed rail opening data from 2007 to 2020 and city-level data in China.The study finds that:the opening of high-speed rail significantly enhances the economic resilience of cities,and this enhancement has significant heterogeneity in regions with different geographic locations,city sizes,and levels of traditional infrastructure;and the mechanism analysis shows that innovation and entrepreneurship,human capital,and industrial agglomeration are the transmission mechanisms through which the improvement of transportation infrastructure enhances the economic resilience of cities.In addition,the opening of high-speed rail has a spillover effect on the enhancement of urban economic resilience,and if the driving effect can be effectively realized,the regional sustainable development capacity will be effectively enhanced.
