公共地下空间主导的地下空间精细化立体管控——以广州市为例

摘要
当前我国已建立从城市地下空间总体开发利用规划到地下空间建设规划的规划编制体系,详细规划阶段的地下空间建设规划逐步纳入法定规划体系,但是在地下空间管控方面仍缺乏完善的、有效的、上下协同的技术框架体系,也难以纳入各大城市国土空间资源"一张图"平台,导致管理缺位、管控不足等问题.本次研究以广州市为例,在深入分析近十年城市重点地区地下空间规划编制、设计、实施全过程的基础上,提出了以公共地下空间作为主导,构建国土空间详细规划阶段地下空间规划编制和精细化立体管控的"三个层级"技术框架,明确了地下空间详细规划编制"三个范围"的内容深度要求,以及立体分层管控的"六大核心要素"和刚弹结合管控原则,为广州市地下空间详细规划编制融入法定规划构建了完善的技术框架体系,并实现纳入到广州市国土空间资源"一张图"平台进行管控,进一步提升地下空间规划管理水平,并纵向传导和衔接后续工程设计、实施、运营.
Abstract
At present,China has established a planning system from the overall development and utilization plan of urban underground space to the construction plan of underground space.The construction plan of underground space in the detailed planning stage is gradually included in the legal planning system.However,there is still a lack of a complete,effective,and collaborative technical framework system in underground space control,and it is difficult to include it in the"one map"platform of land and space resources in major cities,resulting in a lack of management Insufficient control and other issues.Taking Guangzhou as an example,based on an in-depth analysis of the entire process of underground space planning,design,and implementation in key urban areas in the past decade,this study proposes a"three level"technical framework led by public underground space to construct a refined and three-dimensional control of underground space in the detailed planning stage of national land space.It clarified the depth requirements of the content of the"three scopes"of detailed underground space planning,proposed the"six core elements"of three-dimensional and layered control and the principle of combining rigid and flexible control.This study built a complete technical framework system for the detailed planning and integration of Guangzhou's underground space into legal planning,and implemented it on the"One Map"platform of Guangzhou's land and space resources for control,further improving the level of underground space planning management,and vertically transmitting and connecting subsequent engineering design,implementation,and operation.
