摘要
城市建设用地资源日益紧缺背景下,建设用地复合利用成为时代的必然要求,轨道交通导向的发展模式提供了一种全新的集约复合方式.文章分别从权属、功能、空间3个角度综合测度了广州市轨道交通站点周边区域的建设用地复合度,选取广州设计之都站域、珠江新城站域、镇龙车辆段站域3个典型案例总结模式特征.广州设计之都站域(权属复合)通过对复杂权属用地的重新整合实现片区综合统筹开发;珠江新城站域(功能复合)将多元用地功能进行有机联系与集中布局,实现了站、城、产、人、文融合发展;镇龙车辆段站域(空间复合)以立体开发实现了用地的集约与兼容.为提高轨道交通站点周边建设用地复合利用程度,应统筹其周边多权属存量用地并促进多功能用地有序集中,以及增强建设用地立体开发维度.不同复合类型的TOD开发模式的合理运用,能有效促成轨道交通站点周边区域建设用地高效利用、片区联动发展、产业业态布局优化和综合效益提升.
Abstract
Under the background of the increasing shortage of urban construction land resources,the composite use of construction land has become the inevitable requirement of the times,and the rail transit oriented development mode provides a brand new way of intensive composite construction land.The article comprehensively measures the composite degree of construction land in the surrounding areas of Guangzhou rail transit stations through the richness index and the balance index from three perspectives of tenure,function and space,respectively,and on the basis of which three typical cases with high composite degree,namely,the station area of Guangzhou Design Capital,the station area of Zhujiang New City,and the station area of Zhenlong Vehicle Dept,are selected to summarize the characteristics of their modes.The typical representative of tenure composite-Guangzhou Design Capital station area achieves integrated development in the area through the reintegration of complex tenure land;the typical representative of functional composite-Zhujiang New City station area organically connects and concentrates the functions of diversified land use,and realises the station's development in an organic way.The station area of Zhujiang New City,a typical representative of functional complexity,organically links and concentrates the layout of multiple land functions,realising the integrated development of station,city,industry,people and culture;and the station area of Zhenlong Vehicle Section,a typical representative of spatial complexity,realises the intensification and compatibility of land use through three-dimensional development.In order to improve the level of composite use of construction land around rail transit stations,it is necessary to co-ordinate the stock of land with multiple ownerships around the stations and promote the orderly concentration of multi-functional land,as well as to enhance the dimensions of three-dimensional development of construction land.Reasonable use of different composite types of TOD development mode can effectively contribute to the efficient use of construction land in the area around the rail transit station,the linked development of the area,the optimisation of industrial layout and the enhancement of comprehensive benefits.
