摘要

构建"平急两用"的公共基础设施体系,是提高城乡应对突发灾害事件的灾前预控、灾时救援、灾后恢复能力的重要途径,是完善城乡应急管理体系建设的重要方面.在总结我国突发灾害事件下公共基础设施的建设现状基础上,通过解读"平急两用"公共基础设施促进韧性城市建设内涵,构建"平急两用"公共基础设施体系下的各类设施规划建设概念模型,并从空间要素和制度体系层面构建"平急两用"机制整体框架,主要包括构成要素、制度保障、平急转换和平台监督四个部分.以期为超大特大型城市"平急两用"公共基础设施建设的深入研究及实践探索提供理论支撑与应用指导,推动"平急两用"的公共基础设施体系及其相关机制加快建设.

Abstract

Building a"dual-use"public infrastructure system is an important way to improve urban and rural capacity for pre-disaster control,disaster rescue,and post-disaster recovery,and is an important aspect of improving urban and rural emergency management system construction.This paper summarizes the current situation of public infrastructure construction under sudden disaster events in China,interprets the connotation of"dual-use"public infrastructure to promote the construction of resilient cities,explores the construction of various facilities planning and construction conceptual models under the"dual-use"public infrastructure system,and constructs the overall framework of"dual-use"mechanism from the level of spatial elements and institutional system.It mainly includes four parts:constituent elements,system guarantee,leveling and urgent conversion and platform supervision.It is expected to provide theoretical support and application guidance for the in-depth research and practical exploration of the"dual use"public infrastructure construction in super large cities,and promote the construction of the"dual use"public infrastructure system and its related mechanisms.
