绿色出行视角下社区生活圈规划的减碳潜力评估——以上海市北新泾街道为例

摘要
社区生活圈是城市空间中居民日常活动的主要场所,通过生活圈规划引导居民绿色出行是建设低碳城市的重要途径.科学评估生活圈规划的减碳潜力、明确测算各类规划要素的减碳幅度,对于实现规划引导的低碳城市建设目标具有重要的现实意义.结合上海市15分钟社区生活圈规划背景,构建一套生活圈规划减碳潜力的评估方法,并以北新泾街道为例进行实际评估.研究发现,生活圈规划对居民绿色出行将产生良好的引导效果,规划实施后能够分别降低街道全年居民出行和全年周末出行碳排放总量的18.7％和5.6％.同时,识别出一系列具有显著减碳潜力的规划指标.基于这一评估方法,未来还可以进一步将评估范围从社区尺度扩展至城市、都市圈等不同尺度,为制定相关的规划减碳策略提供科学的参考依据.
Abstract
The community life circle is the main place for residents'daily life in urban space,and guiding residents'green travel through the life-circle planning is an important way to save energy and reduce carbon.To achieve the low-carbon urban construction goals,it is important and necessary to assess the carbon reduction potential of life-circle planning and calculate the carbon reduction magnitude of planning indicators.Against the background of Shanghai 15-minute community life circle planning,this study puts forward an assessment method for the carbon reduction potential of the planning and applies this method to assess the carbon reduction potential of Beixinjing Street 15-Minute Community Life Circle Planning.It suggests that this planning will have a good guiding effect on residents'green travel,and it will help reduce the total carbon emissions of annual resident travel and weekend travel by 18.7％and 5.6％,respectively.In addition,this study identifies a series of planning indicators with significant carbon reduction potential.Based on the assessment method,the research scope can be further expanded from the community scale to different scales such as cities and metropolitans,which could provide scientific reference for formulating relevant planning and carbon reduction strategies.
