摘要

人工智能创新为新质生产力提供了重要支撑,国家创新型城市建设能否有助于形成"智能创新高地"?研究发现:1)创新型城市建设显著促进了人工智能创新.2)该政策强化了地方政府从"为增长而竞争"向"为创新而竞争"转变,具体通过数字基建效应、创新集聚效应以及财政科技投入推动了人工智能创新.3)该政策对人工智能创新的激励作用需要"强政府、强市场"的制度保障,体现为在地方经济自主权较大、地方政府行政级别较高、市场发育较好的地区其政策效果更强.4)该政策促进了人工智能的突破式创新;对周边城市也产生了"溢出效应",并通过人工智能创新推动了城市高质量发展.

Abstract

Artificial intelligence innovation provides an important support for new quality productivity.Can the construction of national innovative cities help form an"intelligent innovation highland"?The findings are as follows:1)National innovative city construction significantly promotes artificial intelligence innovation.2)The policy has strengthened the transformation of local governments from"competition for growth"to"competition for innovation",and promoted AI innovation through digital infrastructure effect,innovation agglomeration effect and financial science and technology investment effect.3)The incentive effect of the policy on artificial intelligence innovation needs the institutional guarantee of"strong government and strong market",which is reflected in the stronger effect of the policy in regions with greater local economic autonomy,higher administrative level of local government and better market development.4)The paper also finds that the policy promotes breakthrough innovation in artificial intelligence;It also has a"spillover effect"on surrounding cities,and promotes high-quality urban development through artificial intelligence innovation.
