"城中田"保护利用刍议:价值认知、问题识别与路径探讨

摘要
随着城市化进程加速,如何规划管控和活化利用城市中的残余农田成为城市发展中的重大问题.从认知"城中田"的潜在复合价值切入,通过文献研究归纳"城中田"在生态、城市食物系统、社会三方面的潜在价值;结合现实调研,发现当前"城中田"保护存在法规政策真空、实效管理缺位、功能定位单一和负外部性冲突等现实困境;依据国家政策的演进趋势分析与土地利用方式的综合绩效比较,推导活化利用"城中田"的许可逻辑与可能导向;最后聚焦"功能复合、生态提升、生产保障"三大诉求,提出未来"城中田"规划的路径思考,以期为"城中田"的价值认知和保护利用方式提供指引.
Abstract
The issue of planning,managing,and revitalising residual farmland in cities has become increasingly significant with the acceleration of urbanisation.This research recognises the potential compound value of'urban farmland'and summarises its potential value in three major aspects:ecology,urban food systems,and society,through a literature review.Practical investigations have revealed practical dilemmas in protecting current'urban farmland',including regulatory policy vacuums,ineffective management,single-function positioning,and conflicting negative externalities.The permit logic and potential orientation for revitalising'urban farmland'have been derived based on evolving trend analysis of national policies and performance comparisons of land use patterns.Finally,this text proposes preliminary considerations for the future planning trajectory of urban farmland,focusing on the overarching objectives of functional integration,ecological enhancement,and production assurance.The aim of this endeavour is to provide a reference for the recognition of the value of urban farmland and its conservation and utilization.
