面向区域治理的府际合作网络及动态演变——以长三角城市群为例

摘要
高效的府际合作,是克服区域治理制度瓶颈、提升区域综合竞争力的重要基础.选择极具代表性的长三角城市群,基于合作新闻数据构建2009～2021年间长三角府际合作网络,运用社会网络分析法,归纳该网络的基本结构属性和时空动态特征.结果表明,长三角府际合作网络持续发育、趋向成熟,城市群与都市圈之间形成若干嵌套式合作格局,合作网络呈现多中心、扁平化发展;地理邻近、国家战略规划和社会经济发展诉求共同形塑了城市的合作对象选择,推进合作网络的动态演化.未来亟待抓住国家战略契机,在空间规划、产业发展等方面落实常态化、制度化的府际合作,实现城市社会经济发展诉求与区域整体利益间的互容,助力高质量、协同、可持续的区域治理.
Abstract
Efficient inter-governmental cooperation is elementary for overcoming institutional barriers in regional governance and enhancing regional comprehensive competitiveness.This essay presents an inter-governmental cooperation network of the representative Yangtze River Delta(YRD),based on cooperation news data from 2009 to 2021.By social network analysis,it analyzes the basic structural attributes and spatial-temporal dynamics of the YRD inter-governmental cooperation network.The conclusions are as follows:1)The inter-governmental cooperation network in the YRD tends to be mature;several nested patterns have been formed between the urban agglomerations and metropolitan areas.Consequently,the inter-governmental cooperation network has become multi-center and multi-scale.2)The combination of geographical proximity,national strategic planning,and socio-economic aspirations shapes local governments'different selection of cooperation objects,promoting the dynamic evolution of cooperation networks.In the future,there is an urgent need to seize the opportunity of national strategies,implementing regularized and institutionalized inter-governmental cooperation in spatial planning and industrial development.Moreover,the coordination between local governments'socio-economic development and regional interests should be further strengthened,to accomplish high-quality,synergistic and sustainable regional governance.
